Summary
On 15 November 2012 the first elections outside London for police and crime commissioners (PCCs) will be held across England and Wales. During early summer 2012, we assessed how police authorities are preparing for the change to PCCs, and we examined their transition plans. This report shows our findings for West Mercia.
